H.E Mrs. Thay Sokphalline has more than 10 years of experience in evaluating IPO and bond issuance. She has undertaken numerous assignments in developing regulatory framework related to securities products, preparing action plan for corporate bond market development including green bond issuance. Moreover, she is also a member of green bond working group which is established under SERC and a member of tax incentive working groups. Regarding to green bond project, she has assisted ADB in reviewing the detail guidance on green bond issuance in Cambodia and has worked with underwriter and issuer in promoting green bond in Cambodia. She is also a member of the government council of KICPAA.

Mr. Na Peoupagnarith was appointed director of the Legal Affairs Department of the Securities and Exchange Regulator of Cambodia (SERC) in March 2022. In 2010, He graduated with a master’s degree in law from the Royal University of Law and Economy and Lyon 3 University of France. He has worked for the Legal Affairs Department of the Securities and Exchange Regulator of Cambodia since 2008. He has 17 years of experience in legal affairs, including complaint management, dispute resolution, legal opinion and consultation, investigation, and law enforcement. Moreover, he has lectured on legal subjects at many universities for almost 15 years.
